ROME - It is announced as the most massive sell-off of state who has ever been conceived. Anything but privatization all'inglese, modello Thatcher o Blair.
E come denuncia il presidente Green, Angelo Bonelli, once final approval could lead to "the largest construction and real estate speculation in the history of the Republic".
In all, seven articles of the measure, presented by the Minister for simplification of rules, the Northern League's Roberto Calderoli. Pick a legislative force to the "dead hand" that blocks, as stated in the explanatory memorandum, "an abandoned and unproductive assets."
But in the name of simplification and enhancement, both appreciable two requirements, you might actually undermine a safe containing inalienable collective property: including "subject to historical, artistic and environmental not have national significance ", as stated in Article 4.
The opposition Greens, who can not help but join the environmentalists more informed and sensitive, is aimed in particular against two standards considered devastating. The first (Article 5 , b) provides that the act of alienation and exploitation of the plan by the City Council "variant is the general planning instrument" means, in practice, an automatic change of plans, beyond any logic and programming.
The other issue is that under simplifying procedures for the allocation of state assets to real estate funds (Article 6): "It is - Bonelli says - a big gift the great families of manufacturers who have already sacked the Italian territory, through the exploitation of land and property speculation. "
Pending a full census, scheduled by the same measure, the data of the State Property record 30 000 in goods management, of which 20 000 buildings (67%) of 95 million cubic meters and 10 000 land (33%) for 150 million square meters. The military property occupies 0.26% of the national territory, amounting to 783 square kilometers mainly in Friuli Venezia Giulia and Sardinia, where the polygon of Cape Teulada (72 square kilometers). Then, with smaller surfaces, Lazio and Puglia.
No one can honestly deny that much of this substantial equity lines have been abandoned, or otherwise all'incuria given the lack of resources for its development. By the central government to local authorities often play the blame-game, the uncertainty of powers and responsibilities.
But the complete transfer of these assets to municipalities, provinces and regions, with the stated aim to make money, threatening to deplete the national wealth at the end according to a misunderstanding of federalism, as if it were a piece of Italy exclusive property of a given community.
Who has the right to determine, for example, that a beach in Sardinia, Sicily and Puglia belongs only in that region? Who has the authority to dispose of a good historical, artistic or environmental interest local? And again, who can provide infrastructure such as water systems, ports and airports, which by their nature serve larger areas and extended?
Beyond the need to respect the land development plans, if only to avoid the negative impact of automatic variants, it is desirable, therefore, that the Decree on the "federal state property" to be amended and corrected during the parliamentary process, such as claim The Greens, at least on two fundamental points: firstly, the exclusion of historical and artistic heritage from the list of disposals, with the introduction of allocation constraints and for land use or government buildings. It is inconceivable
surrender a castle or a museum to a private person, just because the property in question is not considered of "national importance". While you may think legitimately dispose of an abandoned or a barracks, provided it is aimed at social functions such as hospitals, care centers, schools, public parks or sports facilities. Otherwise, rather than the simplification and enhancement, you will need to speak - in fact - for sale and liquidation.

hydrogeological risk for land in the Salerno

A hydrogeological risk 99% of the common Salerno
Legambiente and Civil Protection: The municipal authorities do not respect the constraints builders
SALERNO - The ultimate ratio 'Ecosystem Risk, "compiled by Legambiente Cam-panic, rejects the province of Salerno, compared to the other four provinces of Campania, has 157 of 158 municipalities to re-geological risk. "99% of local governments are at risk" says the environmental as-sociation, which, in the usual annual reports, awards black shirt just the province of Salerno. Complaining that 81% of authorities who responded to the moni-toring avviato da Legambiente ha reso edificabili aree golenali, alvei di fiumi e aree a rischio frana. Elinor Ostrom STUDIOS AND PROPERTIES OF CIVIC USES 'COLLECTIVE

observation Cesducim:
(maybe then I would re-emphasize civic uses-old debate on the collective properties that the so-called collective ownership is a public property)
Assigned to Elinor Ostrom, and Oliver Williamson il Nobel per l'Economia
WILLIAMSON - Oliver Williamson, 77, who teaches at Berkeley, the University of California, but is the creator of the so-called New Institutional Economics. Williamson argues that every economic organization stems from an attempt to minimize transaction costs in situations of incomplete contracts, specific investments, opportunism and bounded rationality. This fact implies that any economic organization suffers from a problem of incomplete contracting.
RECOGNITION - The Ostrom says the committee, "has shown how ownership can be managed efficace delle associazioni di utenti».

Per sbloccare il potenziale umano serve un'apertura del settore pubblico and private sector that encourages problem solving by individuals in all aspects of life. In terms of supply and production of private goods - goods relatively easy to package and without significant externalities - we know that creating an open and competitive market leads to increased investment and innovation and lower prices for consumers. Entrepreneurship plays a key role in the private sector, because it finds ways to bring together disparate inputs in new ways and complementary, given the availability of resources and technology. In the private sector, the pursuit of profit is the urge that drives entrepreneurs privati.La provision of public goods requires institutions other than an open and competitive market. Institutions are needed that encourage collective action and discourage free-riding. The market is not an institution if there are no reliable rules for ownership, courts and polizia.Il language used by many analysts divided the rich world of institutions in an unproductive dichotomy of "market" versus "state." While the markets are considered public and open areas, where individuals and companies compete with each other, the public sector is portrayed as a top-down hierarchy with little room for solving the problems, if not by the most senior civil servants. To unlock human potential, we must unlock our understanding of the structure non-market institutions. We need to open the public sector entrepreneurship and innovation. Considering that the benefits of public goods and common resources are scattered within a community, many scholars ignore the possibility that local public entrepreneurs invent effective methods for co-production of these essential goods and services. On the other hand, many scholars emphasize the need for leadership in the public sector. The detailed studies that we conducted on the provision of services in urban areas and shared resources have repeatedly found a community of individuals in urban and rural areas, which are self-organized to provide local service level and co-produce surprisingly good considering the limitations with which they deal. Many political analysts assume that, without significant external resources and planning of the high, it is impossible to provide public goods and common resources sustainable. Such an assumption is absolutely wrong. While it is always difficult to find effective methods to provide these services, public entrepreneurs who work closely with citizens often find new ways to combine the services, using a mix of talents and resources locali.L 'preconceived idea that the premises can not deal with the problems of the public sector has led the world in the adoption of laws that assign the responsibility of local public services to large departments state administration, are often not provided with resources to complete their task. That's not how it was developed in Europe. The contemporary legislation, which gives governments the responsibility of national or regional public goods and common resources at the local level, it deprives citizens the authority to resolve problems that are different from place to place. We need to unlock their skills and enable them to be recognized as citizens and local officials with the power and authority to take action to solve local problems. We must conceive of the public sector as a polycentric system, and not as a hierarchy monocentric.

And that is what we want to talk, respect, respect for nature, and laws. Starting from the general, up to the particular, that the issue today.
A recent decision of a Council of State, dated September 10, 2009, then recently, states, and hopefully final, as the reasons for the protection of the landscape, are prevalent entrepreneurial activity. Now, the landscape is that business activity is protected by the Constitution (Art. 9 and Art. 41) but with this decision, the n ° 5459/2009, the Council of State sect.
And in this context fits the theme of the day. Fully represented by the preceding sentence. The civic use is, as I have often repeated, a bastion, a defensive wall against the appetites of Directors and Chief last minute (the reference to the fair sex is also a few hours ago because of a ruling junta annulled a TAR Puglia Provincial formed by men without women, so I adapt ...). The landscape in the Municipal Code (Legislative Decree 42/2004) well include land encumbered by civic uses, which are still protected by the use of forms provided by the Campania Regional Law 11/1981, to the extent that the change of destination are temporary and limited in time to the end for which he asks, and prediction of expropriation is only for supra-national interests. Correctly the tourism activities, reading the article 1 of Law No. 15 of the Campania Region November 6, 2008 "Regulations for the tourism activities, is likely to be exercised on the grounds of civic use, because it is completely compatible with the new legislation, and also because here was this Ascea the "ius casalinandi" or the right to build shelters to lay tools in view of the harvest season, or transhumance. However, that legitimizes the use of existing estimates of the use of such land for agri-tourism activities, even without, but this would require a more thorough study, said even without the authorization of the change of use, provided you comply with the dictates of Article. 6 LR 11/81, or the grant to local cooperatives. Needless to say that any profit must be reinvested always land on their own and related activities (Article 8) without the possibility of other uses. I believe we need, however, predict it, for the sake of completeness, in the municipal regulations for the exercise of civic uses. Regulations in the province of Salerno, have very few municipalities that are required, otherwise the inspector. The precise figure is that of the 153 municipalities in the Salerno province, 145 have well-land-use street. Of these, perhaps about 18 have regulations.
Finally it draws the attention of institutions responsible for the proper conduct of the farmhouse, in accordance with the new regional law, in particular Article 10, which governs the connection and prevalence. So you do not have to see cottages which were built on land civic use on their menus offering dishes of shellfish, crustaceans, etc.. Clearly products of their production, nor the farm then they become real hotels, so can accommodate receptions for hundreds of people. It would be a double violation of the law before the Law on civic uses, that would not allow the exercise of this industrial activity, then the law relating to farm. On this must exercise their powers to agencies: municipalities and regions, provinces, and in compliance with Articles 4, 5, and 6 of the said Regional Law 15/2008. I repeat what I said on other occasions, namely that any violation of laws relating to civic uses, may be contrary to art. 9 of the Constitution, which protects the landscape, as well as other environmental laws, so we could rely on Article. 141 paragraph 1, letter "A" of Legislative Decree 267/2000 (Consolidated Local Authorities) and to 'Article 126 of the Constitution providing for the dissolution of the councils respectively municipal and regional authorities.
Sorry to remember that the province has no specific competence in the matter, than those of control on environmental crime, the provincial police, and businesses, through the Office annona, besides those already mentioned above.
Therefore it is said.

DRAFT MINISTERIAL GRANT OF LAND TO STATE PROPERTY YOUNG: IDEA INTERESTING MA GIA 'IN THIS USE REGULATIONS IN MUNICIPAL LAWS OF SUCCESS IN ITALY

"Il Piano nobile del Ministero ha da oggi i volti dei ragazzi che ho incontrato in questi mesi di Governo: per loro abbiamo pensato il progetto Terra e Giovani, approvato ieri dalla Camera dei Deputati insieme al Decreto anticrisi. Vogliamo così favorire e incentivare l'accesso the younger generation in the world of agriculture and the land market. The children are the future. "With these words the Minister of Agriculture and Forestry Luca Zaia has opened a new gallery of images displayed on the main floor of the Ministry and published as" The land is us ": the faces of many young people who the Minister himself has encountered over the 15 months at the helm of the department of Via XX Settembre. The inauguration took place in the presence of representatives of agriculture, heads of the Ministry, dell'ICQ, the State Forestry and Agriculture Carabinieri and two young, Devis Pilone and Milva Zeoli, 32 and 23 years respectively, who work on farms for their families e hanno raccontato la loro esperienza di giovani in agricoltura. Per monitorare the progress of the initiative, will be prepared an annual report, also in view of possible future purchases by young people of the leased land. "As Cornelia said, referring to children, that the Gracchi, 'these are my jewels,' young people - said Zaia - are the heart of revitalizing the area. Today, entrepreneurs with less than 40 years driving farms are only 10% of the total. We have to increase this proportion, and breathe new life into our agriculture by facilitating young people's access to land, which now cost too much, doing farm work, which needs to be more profitable. " The press conference today was also the occasion to present the budget the last six months of work to Mipaaf and highlight the achievements and future goals. "I remember a symbolic measure of our agricultural policy - said Zaia - the oil on the label that marks the beginning of a new season to 'sign of transparency and food safety. We will continue our battle because the milk has clear and transparent labels to protect consumers and the work of our producers. "

Prefazione
Far from it!
The park is rich in protected areas on paper, what are the Special Protection Areas (SPAs) and Sites of Community Importance (SIC) identified with appropriate directives (Directives 79/409 EEC Birds "and 92/43" Habitat ").
The park has received other international awards and high.
It is recognized by UNESCO as a "Biosphere Reserve" (June 1997).
In 1998, then, has been recognized as "World Heritage", to be transmitted intact to future generations.
The landscape and environmental awards out there, as we see.
Protected Areas, SCI, SPA areas, very stringent laws. We tend
-at least on paper-a reconciling territorial development with nature conservation.
However, things, of course, not as they should!
There has been systematic violations of the laws that should protect the natural and cultural qualities that form the basis of the status of Park and international awards.
These violations have been repeatedly denounced by the Codacons with all the legal instruments that the law provides. There were then exposed, warnings, complaints, complaint to the prosecuting authorities of the Republic. It still appeals the TAR, repeated exposure to the Superintendence for Cultural Heritage and Landscape and the Park.
sometimes has had to invest in the European Union's growing environmental degradation. As in the case of maritime dunes of Marina di Camerota now assaulted by mass tourism.
The Dossier also incorporates actions initiated in previous years and this was added the heading Where were we? Another book is How did it go? Report the results of actions taken by the Codacons.
This is a documentary evidence of that part of the South, the associated form, is fighting for the affirmation of legality, respect for rules to counter the inertia, all’ineluttabile, alla rinuncia, alla nefasta tendenza a “svendere legalità e pezzi di territorio per acquistare consenso”.
Pisciotta. The Port
The City of Pisciotta, using EU funds (the famous Por), by widening the Marina di Pisciotta. The work gives rise to a heavy work of overbuilding.
In early 2008 the Codacons formulated to request access by requiring the Superintendence of Cultural Heritage and the Landscape of Salerno copy of any permit expansion of the Port.
Association, reviewed the documentation provided by the Superintendent, by Act of 03.04.2008 showed non-compliance of the agreements reached between the Superintendent and the City itself, in fact:
· not appeared on record the activation of any procedure for Environmental Impact Assessment (EIA) in accordance with existing legislation;
· contrary to what is authorized by the Superintendency, was done by a brush <> north of the port itself, with the complete removal of the original pre-existing rocks, as well as the hauling part of the reef south of the port, over 70 m. from the shore.
Codacons seized of the matter also the region of Campania, which writes a note of 28/02/2008, stated that at the Environment Protection Sector was not any way or filed for impact assessment.
At that point, the Superintendent, after inspections of the rite, with ordering Act (Prot N.15682) of 05.27.2008 the immediate suspension of work on the brush-shaped "T" with pre-existing state recovery.
against the suspension of May 27, 2008 the City of Pisciotta filed an appeal before the Administrative Tribunal of Salerno.
Codacons administrative support to the action of the Superintendent of the reasons.
In October 2008 the Association formally requested an opinion from the Campania Region and the Ministry of Environment to determine if a work hanging in the port area park should not provide a prior authorization of the Park and that it should not predispose a prior Environmental Impact Assessment.
La Cooperativa richiedeva allo Sportello Unico Attività Produttive Cilento to activate the procedures for variant planning. The City of
Pisciotta (correctly) opposed the variation to the one-stop shop Cilento declaring non-compliance of the intervention to the existing urban planning instrument falling since intervention in Zone E4 (agricultural land preservation, geologically unstable) which does not provide production assistance tourist same as those proposed by the Cooperative. In addition, the City of
Pisciotta said that the production plant can certainly be located in areas specifically intended for the realization of such systems in the zoning of the PRG in the City there are still areas intended for production sites spread widely to allow not one but several projects similar to the one proposed.
The Cooperative appealed to the Administrative Tribunal of Salerno against the decision of denial.
Codacons Campania intervened in the administrative proceedings to support the position of the City and the attempt of speculation.
Agropoli.
wary prior to the Superintendence for Cultural Heritage and the Landscape of Salerno for the protection and preservation of the Bay of Trentova.
This initiative was necessary after the newspaper reports (on "The Morning" of 28.09.2007, page 43 edition of Salerno) on the signing of a Memorandum of Understanding between the City of Agropoli Italy Tourism and spa for the "use Bay Trentova "with projects that, as far as the media reported, would serve mainly as tourist accommodation.
Codacons intervened to be wary of any action voted to overbuilding and speculation that distort the shape and balance of the renowned scenic bay.
This especially in light of previous interventions that have specifically altered the ecosystem of the Bay of Trentova, consider the construction of the road to Agropoli, which runs along the hill behind the bay, which has already revolutionized landscape.
The warning indicated that Trentova on the beach, over the years, there were structures far from being environmentally friendly, without any doubt at all invasive cases of major visual impact and detrimental to the environment and the landscape, think of the expanse of cabins (white) or unsound concrete kiosk place in the middle of the bay.
E 'therefore essential to carefully control activities for safeguarding one of the last outposts of the Cilento coast-left-off as a miracle - perhaps because the availability of local governments - from the logic cement.
Where were we?
Codacons in 2008 has taken the battle to protect the Bay Trentova.
In December 2008, was presented to the City of Agropoli to request access to get copies of any preliminary plans and / or executive and no interventions in the area falls within the Bay Trentova; of any feasibility studies for the implementation of measures for tourist accommodation or recreation area Trentova; of changes in the planning restrictions and / or environmental demands in the Bay of Trentova and any opinions expressed within Minutes and eventual Services Conference. The city of Agropoli
did not respond to that request.
Codacons, in January 2009 appealed to the Administrative Tribunal of Salerno to get access to the records.
LIFE Nature project "management of the network of SCI and SPA in the Park."
The final draft of the Park, accompanied by General Report, Impact Assessment and Plans, is in fact contradictory, inconsistent and incomplete.
In summary: the project does not allow adequate protection of the Site of Community Importance, indeed the very prejudice. The Plan recognizes and could not be otherwise, that "Cala del Cefalo southern Italy represents one of the last stretches of dune vegetation colonized by psammofila characterized by plant species typical of sandy soils, in grave danger of extinction, mainly due to footfall of passing vehicles on dunes. So
Plan, in its guidelines provide, at least on paper, a control of the concessions in the stretch of dunes and coastal stressing that the resulting man-made (also) by increasing concessions to the dune beach resorts in the area results in a safe environmental damage. There is much talk about the injurious increase in accommodation (camp sites and tourist villages) and bathing facilities (dining facilities) to the detriment of the dune vegetation on the different bands and integrity of natural environments at the foot of the cliffs.
The Plan also notes that excessive human presence, due to more extensive accommodations, hurts the entire habitat, with damage also to the species of birds (gulls and herring gull) that usually nest on rocky cliffs found there. These concerns are repeated, emphatic with apprehension, even in the section on SWOT analysis.
all comments also reproduced in the Environmental Impact Assessment that was developed in the area under the SIC Management Plan of the site.
Everything on paper, of course. Ben
different is the reality!
In spite of the analysis on the problems persist SIC area and the resulting environmental damage, irreversible, which it is derived, despite declarations of good intent census and the study-University of Naples "Federico II", Department of Arboriculture, Botany and Plant Pathology, stating that in 2007-by comparing the data with those collected in 2000 - there were heavy losses of native species of Cala del Cefalo because of human disturbance, the managing body of the area, which is the same Park Authority and other stakeholders it has provided and authorized in-summer 2008 - more than 30 (!) bathing establishments throughout the area SIC Immediate shipping and behind the dunes.
These structures, however, are not even equipped with the facilities and environment-friendly bio-degradable set forth in the Plan. An enormous exploitation
and mass which is not subject to control or even minimal security activities. And to think that on one hand the managing body of the site in those plans openly argues that man-made structures, due to the above-natural causes of damage, secondly it allows use of mass tourism, and without the use of sustainable materials with the environment.
therefore "one of the last stretches of dune colonized southern Italy 'is deliberately being assured destruction.
not all.
Too many campsites are also opening in the pine forest, they tend to enclose areas with fixed means that are deemed harmful by the Plan.
- Monte San Giacomo, 1200 meters above sea level, particularly in the area of environmental and landscape value and deviations from original plans.
Codacons, supporting the struggle of the Civic Committees, filed a criminal complaint to the competent judicial authorities filed a civil party in criminal proceedings before the Court of Hall incardinated Consilina against local administrators.
An application for a civil was upheld, the criminal trial is in progress.
Torraca. Wind farm go-kart track and
: SIC area (GB 8050022)
Casalbuono The mountain that overlooks the Gulf of Policastro, in the municipality of Torraca, is an area of high migration Many species of birds and restraint Basin Authority, for its very fragile nature of karst, and therefore unsuitable for any human activity.
However, at this area the council intends to develop two measures which, if implemented, would have caused considerable environmental damage: a go-kart track and a wind farm.
Codacons presented acts of intervention in administrative proceedings before the Tar reviews of Salerno. The Association challenged the inappropriate location of wind farms and Ie speculation about environmental certifications. The appeals were upheld.
The City appealed to the State Council, the appeal was upheld.
Protection of watercourses.
River Calore. The Consortium for Velia
Basin Reclamation dell'Alento had an original idea (!?!), even enlightening.
In July, 2008 (Act No. 1086 with Prot), the Consortium presented the Park a Preliminary Technical Data Sheet on "The interconnectedness of water scheme Sele - Alento" (Proposal for sustainable integrated development of Cilento and the Central Valley Sele).
A huge project as unnecessary and harmful.
Project - eerily named "Interconnection of the water scheme - expected to be achieved, close to the note "Gole del Calore" the diversion of the river water with concurrent execution of a tunnel underground drainage system in the floodplain of the river and the construction of a 2,500 meters long tunnel that would allow you to download the waters in the basin to be dell'Alento subsequently transferred to the irrigation system of the Consortium for Rehabilitation of Paestum. This
tropicalization to combat climate in Southern Italy, even without specifying the sources of the alleged scientific tropicalization in place.
Codacons distrusted the Campania region of Campania, the Park Authority and the Consortium of starting a project so wicked. Conservatively sent a complaint to ask the Court of Auditors shall oversee the management of funding for 161,400 euros paid to the consortium by the former Agensud for the preparation of a feasibility study on interconnection of water schemes.
also launched the campaign "Save the River Heat" against the hypothesis of uptake which he received a considerable success.
This is the text of the protest launched by Codacons:
I also joined the campaign of CODACONS CAMPANIA
"Save the River Heat - Do not swallow the toad!"
Mando my e-mail protest indignantly but civil
Park of Cilento and Vallo di Diano

or no to unnecessary Conference on Services Projects devastating for the environment and the landscape;
or not to the speculations and the environmental havoc in the Cilento.
ask the Park of calls, and to decide in the next 15 days to reject Project Interconnection of the water scheme ", presented by the Consorzio Velia Alento Basin Reclamation.
NOT swallow 'OTHER toad!
How did it go? The Consortium
shelve the project!
Bussento River.
Bussento River flows almost entirely within the National Park and insists its course in the protected area (zone 1) and falls into the category of interesting places SCI. The river height of boxes in Pittari flows in a karst sinkhole where it disappears, giving rise to an underground river, and then come together again at the outside of Morigerati e poi sfociare a mare, dando vita ad un fenomeno carsico di particolare pregio e rilevanza ambientale.
La Regione Campania rimaneva inerte e non rispondeva when the Association.
18:11:08 The Ministry of the Environment (with note-Prot n.DSA 2008-0033197) in response to an access Codacons Campania stated that the project "initiative Sealine Tyrrhenian" was educated at the ministry appropriate procedure VIA.
Codacons then appealed .9 L.241/1990 article which states that "any entity, public or private stakeholders, as well as common stakeholders constituted associations or committees, which can be damaged by measure, have the right to intervene in the proceedings "and therefore requested the Ministry to intervene in the administrative procedure by trained EIA Commission.
The application has not yet had feedback.
Heat Still River. The Heat
river flows almost entirely within the National Park of Cilento and Vallo di Diano and insists its course in the protected area of the park (zone 1) and affects many areas falls into the category of the SCI, which sites of Community importance specially classified.
is also known that the countries upstream of the famous "Gorges Heat" are not very attentive to the wastewater discharged into the stream of heat.
Codacons, in January 2009, launched a new campaign "Save the RIVER HEAT. "
was thus sent a warning to the National Park of Cilento and Vallo di Diano, by inviting the Authority to take all the more urgent and appropriate steps and measures to solve environmental problems of the River. In addition the Campania
Codacons required the Park access to documents concerning the adoption of treatment plants by municipalities of Valle del Calore, measures to control the existence of such facilities, water quality and compliance monitoring of facilities treatment to any existing law.
the body was still aware of the need to control instream flow. The
Campaign was also interested in the municipalities of Laurin, Valle Angel and Magliano Vetere, all upstream of the "Gorge", to which the information required in this case on the existence and operation of wastewater treatment plants.
Land Protection: Actions against illegal building.
is the widespread - and alas tolerated - illegal building one of the factors of greatest environmental degradation that is registered in the National Park. The longstanding problem has now assumed the characteristics of a social evil and even "cultural".
The phenomenon is extremely undervalued - or even nothing warned - by the people and institutions that tolerate it enough to not apply in most cases, law enforcement and repression which are also foreseen by the law.
It may seem paradoxical, but the Cilento was more intact before it became a protected area. In 2005 were found by police in the provincial command of Salerno 100 cases of abuse in the Park building.
As an example of deep degradation and questionable management of public affairs can not fail to report below on what has become a real case, the "IF MONTECORICE" raised forcefully by Codacons in tutte le sedi con puntuali diffide legali presentate al Comune, alla Soprintendenza, all’Ente Parco, al Prefetto, al Ministero dell’Ambiente.
Il Codacons tuttavia non esauriva to "chance Montecorice" its activities aimed at environmental protection and the observance of legality.
By application access environment in September 2007 had already asked the Park Codacons copy of the Orders issued for the demolition of illegal works in the park as well as copies of Ordinances relating to the acquisition of the assets of public works present unfair within the Park.
This is to ensure the exercise of repressive power of the abuses while building the Law 394/1991 grants the President of the Park within the territory of PNCVD; power is strong and specific inhibitor and demolition works terms, in practice the same powers to the municipal manager.
Park Authority, in response to access, provided the required documentation.
from the documents has shown that the Park Authority, during his nearly fifteen years (!) Of life, only four issued demolition orders.
A small number, negligible compared to a widespread phenomenon of illegal building, with rates among the highest in Italy and in the European Community. These are made
Ordinances:
year 1998-killing of buildings sites Casalvelino;
1999-year abatement of small building in the town of Centola;
2000-year abatement of 53 buildings in the city of Montecorice;
year 2002-killing of a small building and site of small wooden structures in the municipality of Castellabate.
In December 2008, the Association reiterated its request to the Park
The demand for transparency in the fight against illegal building.
Association, given the lack of prudence in the policy of combating the phenomenon of unauthorized building, called the Park is aware of the ordinances adopted pursuant to article 29 of Law 394/1991 in 2003, 2004, 2005, 2006, 2007 and 2008 for the demolition and restoration of buildings in terms of the National Park of Cilento and Vallo di Diano.
The Park Board did not respond to requests for access.
Codacons Campania predisposed to see and use Administrative Court recognized the right of access and therefore the transparency of administration.
The eco - monsters
Montecorice. In
Montecorice, the hill overlooking the prized Loc Case del Conte, near the Red Ripe, there are, in a dominant position, a number of illegal articles.
The demolition orders are outstanding for over 20 years! Outside
È questa una storia molto “italiana” that deserves to be told in detail.
Amongst them, the various stages:
-1 - Codacons filed for access to environmental Montecorice asking for documentation of the artifacts in question.
This documentation was clear the unfairness of the artifacts.
-2 - Then Codacons noted inertia Montecorice that was activated for the demolition of illegal works, required the intervention of the Prefect of Salerno to determine whether the local government persistently violated the rules of law and to adopt the necessary measures for the removal of illegal structures.
-3 - The Prefect of Salerno, with Note 10-Sep-07, requested clarification from the Mayor of Montecorice. Furthermore, the Prefect, with Note 7-Jan-08, following a new request in writing by the Codacons, informed that the 11-Oct-07 were summoned to the Prefecture, the Mayor and representatives of the Superintendent of Salerno and the Park . In that meeting the Mayor of Montecorice undertook to speed up the process for the demolition of illegal articles.
After many months nothing has changed!
Articles of cement are still there, intact.
-4 - Codacons, then, presented new instance of access to environmental Montecorice to verify any action taken by the body.
The City did not respond to entry.
structures, such that the state does not appear to be active or functional, in fact, creating such heavy structures (paradoxically) a detrimental impact on the environment and the landscape because of the magnitude of the volume and use of eco-friendly materials .
complexes, as mentioned, does not work despite having given a large financial outlay.
costs?
The "Museum of the River Otter and the wildlife area" required a charge of Euro 538,102.58!
The International Center for the Study of Migration - Calchas-project called "The Myths" - (strongly supported by the Campania Region and with a favorable opinion of the Park) provided for an outlay of Euro 1,291,142.18!
only to better understand how things work .... "Certain things": the International Centre for the Study of Migration was not constructed as to be expected in a normal country, with eco - friendly materials and easily camouflaged with the surrounding environment. However, was built with heavy concrete and dominance, a true three-storey building, shaped like a "mushroom" circular.
was thus brought to completion (final) devastation Landscaping di un’intera area che scorre lunga la rinomata Mingardina, tratto prima di allora pregiatissimo.
Tanto in nome dell’osservazione della fauna migratoria……..
Tre i risultati conseguiti con (molti de)i P.O.R.:
un clamoroso sperpero di denaro pubblico;
un danno di immagine verso le istituzioni comunitarie e verso i contribuenti europei;
I nuovi POR 2007/2013
Conclusions The strong deterioration of situations highlighted by this study represent a minimal fragment of the many sufferings undergone by the environmental and landscape heritage that has a value to be received so valuable areas international recognition by UNESCO.
Neglect reached peaks of such gravity that together with the inertia of the institutions and bodies and gentlemen activity control keeps alive the question that gave the title to 2007 Dossier: Cilento, is worthy of being called Nature Park?
The question is affirmative if we concentrates on the natural beauty that are resistant to the human hand and a questionable management of resources.
More difficult is the answer if we evaluate the administrative and strategic choices. However Codacons
intention to submit the question to the attention of the public and representatives of institutions of good will. First of all those working within the European Union Commission, the investigating authorities, the Prefecture, the Ministry of Environment, the new President of the Park, the Superintendence for Cultural Heritage and Landscape, the Master's Porto. Bodies over natural target of complaints, complaints, of lawsuits, injunctions and prosecutions of Codacons.
The application can not fail to invest the representatives of UNESCO, Section for Italy, so that they do-responsibly-appropriate thoughts on whether the conditions that led to the recognition of the environmental status already assigned to the Cilento.

· not appeared on record the activation of any procedure for Environmental Impact Assessment (EIA) in accordance with existing legislation;
FIVE TIMES to say NO!
or not to the project for collecting and diverting the waters of the River Calore at Gorges Heat;
or no to the underground drainage tunnels nell'alveo river;
or no to the Gallery of 2500 meters in the mountains of Jersey the transfer of water in the basin dell'Alento;
or no to unnecessary Conference on Services Projects devastating for the environment and the landscape;
or not to the speculations and the environmental havoc in the Cilento.
ask the Park of calls, and to decide in the next 15 days to reject Project Interconnection of the water scheme ", presented by the Consorzio Velia Alento Basin Reclamation.
These are made
Ordinances:
year 1998-killing of buildings sites Casalvelino;
1999-year abatement of small building in the town of Centola;
2000-year abatement of 53 buildings in the city of Montecorice;
year 2002-killing of a small building and site of small wooden structures in the municipality of Castellabate.
Tre i risultati conseguiti con (molti de)i P.O.R.:
un clamoroso sperpero di denaro pubblico;
un danno di immagine verso le istituzioni comunitarie e verso i contribuenti europei;

Talk Don Palace, "a priest of the desperate"
"So who is outgoing co 'nu little fuss ". Remember that Don Antonio Palace is an interview with Corriere released in 1999. He said: "Too much clutter, there is no place for other illegal immigrants." Suffered a statement. Why Don Antonio is considered the priest of the poor from its parts, at Castel Volturno in the province of Caserta. By its association Jerry Maslo, the priest has helped thousands of illegal immigrants. So much so that he can no longer keep track of records. He noted all the desperate, far from '89, and continues to do so.
To give illegal immigrants who have no documents, a kind of substitute for a passport, allowing them to access the services of the association. An invention of Don Antonio: Caritas badges with name, photo and date. In this way, illegal immigrants have access to clinics and soup kitchens set up. And they can receive mail from home. Without fear. Despite all of this in '99 he changed his mind: "No more illegal immigrants." And since, Don Antonio is not converted. Today, she still talks about immigration and many more. But he says little about the Camorra. And nothing about politics.
Monsignor Agostino Marchetto of the Pontifical Council for Migrants said that the repatriation of illegal immigrants in Libya "has violated international standards on the rights of refugees," agrees with the official position of the Catholic Church?
really do not know if the laws were violated. However it is not the Church's task to determine. I know that if there's constantly going on here that has no place. Castel Volturno area there are about 30 thousand Italians and immigrants, including registered and unregistered, are about 10 thousand. It is unsustainable. The main road the country seems to be a province of Africa. I understand that the right of asylum is vital. But very often these guys lie about their own origin to obtain the requirements. And do not come from situations of war or from dictatorships.
Marchetto argues that the Italian legislation on immigration is tainted by an "original sin": the intention to "criminalize undocumented immigrants."
I do not think there is this "original sin". Italy is not racist. Not even in politics. Take an example. If a restaurant has prostitutes in front of his restaurant and wants to hunt, that's not racism. He just wants a bit 'of morality.
In '99 in an interview with Corriere claimed that "they could not let other people in hiding." But those parties also complained that, as you said at the time of An, blowing on the fire: "If there's crime is the fault of blacks." And today?
prefer not to express myself. The political balance in Castel Volturno are poised for this and I say nothing of the parties. But I do not deny that there is an objective problem. Here the public services are designed for 30 thousand people. Instead, it ends that must serve at least 10 thousand more. Obviously the emergence of unpleasant situations and that someone may rely on these shortcomings. The inhabitants of Castel Volturno are welcoming and have shown with the earthquake of 1980. Maybe that's why immigrants decide to stay in mass on our coast.
In Milan there was also the proposal to separate the Northern League in Milan and outside the metro, creating separate cars. She compared her with Milan already Campania "abandoned by the state into chaos."
The proposal is not to share. But it probably derives from an extreme situation. It may happen that for some extreme cases, social care extremist think. You see, our area, the inland area, the people do not understand the problems we have the coast with immigrants. This is because they do not live here. The same goes for Milan. As regards the State, I must say with regret that the Army sent here by the Minister Maroni only involved with the Camorra, and virtually nothing about the Nigerian mafia. That brings prostitution and drug dealing.
She has been in contact with many immigrants. With their stories.
the late 80s arrived by boat on the coast of Castel Volturno. Now, if anything, the boats stop in Sicily. Immigrants arrive later, and remain in Castel Volturno only as a parking lot, because there is so much work. Someone, for short periods, goes so far in Germany for a job. They are mainly Nigerians. In general, they sleep in houses that are rented for about 500 € to an immigrant with a valid residence permit. But they live there until the winds of the same nationality, paying € 50 per person for a bed. The African who makes money usually sends money home.
Camorra and hiding. How these two phenomena are intertwined?
The Camorra has nothing to do with trafficking in human beings. Mafia associations that are primarily based in the countries of origin of immigrants to manage the phenomenon. This happens: the association says that the emigrant will find a clean workplace in Italy. Pays the journey. Via Ghana, or even via Germany or France. Then, once you get there, take away the documents to blackmail him and tell him he has a debt with them for 15 or 20 thousand euro. There are few now who do not come with a flight. The women do end up prostituted women and men drug dealers. Unfortunately, most men would gather tomatoes or a bricklayer. But they remain unemployed immigrants are easy prey to this system. Until someone decides to get even underworld organization to make easy money.
Berlusconi ruled: "Immigration is scientifically organized by criminals."
Abbiamo aperto dei conti correnti intestati ai bambini, soldi che non possono touch even their parents before age 18. A mechanism that serves to discourage escape. The rejection of the boats do not express myself. However, when illegal immigrants come to me asking for a sandwich, I do not denounce them, but I give them the sandwiches they ask me.
How To Prevent Spots On Your Period
Rome, May 13 - (Adnkronos) - Eusebius of Caesarea considers him one of the seventy disciples of the Lord. It 'true that after the Ascension, Peter, being the Last Supper with his apostles, Mary and other believers, who numbered about 120 people, aims to bring the total of twelve apostles, as was the will of the Master, choosing between i found one that had been with Jesus' from the beginning. The community 'has two candidates: Joseph said the Just and Matthias. After a short prayer is pulled at random and this falls on Matt. Can You Hack Pokemon Silver
for SURVIVAL FOR THE PROTECTION OF THE INDIGENOUS PEOPLES
Before leaving all their property burned, leaving nothing for the Indians. For the first time to be evicted from their land in the Brazilian Amazon, the Indians will not be: they have won, for the first time, a legal battle that recognizes their rights and prohibits landowners to split up another slice of forest. A having to pack, by hook or by crook, are white. Expiry of the deadline of 45 days for the voluntary withdrawal of non-Indians, the Brazilian federal police have in fact begun operations on the expulsion of large rice farmers (arrozeiros), landlords and peasants who still squatting the indigenous land Raposa / Serra do Sol, in the northern Amazon state of Roraima. THE STRENGTH OF
landowners - The head of the "arrozeiros", Paulo Cesar Quartiero, accused of multiple incidents of violence against the natives and local environmental damage, has endured nearly 12 hours in opposition to the evacuation of 25 patrol officers. His Fazenda Providencia, report the Brazilian newspapers, was awarded the "tuxaua" (native chief) Avelino Pereira of the community of Santa Rita to ten families of natives who live on agriculture. Local authorities estimate that the forced withdrawal of occupiers from Raposa continues, the tensions between at least two weeks.
THE DECISION OF THE COURT - In a decision that will impact also on the yet to demarcate indigenous lands, the Brazilian Federal Supreme Court had ruled in mid-March for the expulsion of whites in the area still confirming the approval and without splitting of Raposa, 1.7 million hectares inhabited by 17,000 indigenous Macuxi, Wapixana, Ingariko, Patamon and Taurepang, already signed by President Lula in 2005 at the conclusion of a legal process that lasted nearly 30 years.
THE GOVERNOR, "BECOME 'ONE HUMAN ZOO" - To make matters worse, the governor also spoke of Roraima, José de Anchieta Júnior, always against the rights of the Indians. In statements to the newspaper "Globe" certainly has not hidden his disappointment at the Supreme Court's decision: "I do not claim nor want to discuss further. We have already discussed in depth. The Indian reservation in Roraima will turn into a real human zoo. Without contact with the Whites, who live there will see human animals. "
new threat for the Indians - there are some in the ruling clauses that could have serious consequences for the Indians in Brazil. The judges of the Supreme Court have determined that the federal governments of the Brazilian state - some notoriously anti-
Indians of Raposa during a visit to the Pope in Rome Indians - should be involved more actively in the process of demarcation of indigenous territories . Their participation could make the distinctions more difficult and slow. The ruling also states that indigenous peoples should not be consulted on development projects, while still covering their land, be declared "national interest". The judges also ruled that indigenous territories have been demarcated (and mapped) should not be extended. This particularly concerned about how the Guarani tribe, which have been legally recognized only small areas of land before the 1988 Constitution that guarantees their "original rights" on the ancestral lands. Ana Paula Souto Maior, a lawyer of the Brazilian NGO ISA (Socio Environmental Institute), said: "Some of these conditions are alarming and you just have to see what kind of impact will that have on many areas still waiting to be demarcated or extended."

Man has in himself the ability
of redemption. Behind the thesis Mancuso, the gnostic temptation
ENZO BIANCHI
The Christian sense of the word "salvation" is still largely unknown, yet the question of salvation - even if expressed in different terms - resonates strongly because today more than ever emerges desire of every man and every woman.
Con una certa audacia si potrebbe affermare anche che ogni essere umano, in under a dynamism that precedes his will and his feelings, is lured to safety with the whole creation. Salvation, to be authentic, must be declined as a liberation from the dead in their expectation of salvation as Christians are called to hope for all in the final coming of the Lord who will bring history to its fulfillment.
Now, in the Christian belief that salvation is God's action in history, the In-principle until the story itself will find its fulfillment. For Christians, then there is a story of salvation through God's action - already hailed by Israel as Goel, Redeemer, in passing from Egypt - which culminating in the Incarnation, the humanization of his Son. The Christian God is the God who saves, who takes care of the sufferer, it is the compassionate runs where there is the victim, the neighbor and do not leave even beyond death. This is what Jesus did - whose name means "the Lord saves" - with the people he met: it is past saving the lives of men, as we bear witness to the Gospel with their story telling and personal relationship with Jesus Having experienced the love to the end and without contradiction, Jesus as the Son was raised by the Father so that God's love, the love that Death is God wins. The Easter sunrise event seals the presence of genuine salvation: the risen Jesus has triumphed over death and is really the Kyrios, Lord of the Church and of the cosmos.
This is the Christian faith and the declination of Christian salvation, even today not understood by many Christians who do not dare to believe in the resurrection of Jesus, the victory of love over death and often prefer to think of salvation as self-realization, healing, happiness to acquire in the instant that passes, hope of all the therapeutic aspects of self-realization. Thus the expectation of salvation has become individualistic: each is limited to hope for himself, for the realization of their interests, identifying personal salvation with a promise of life without the other or even against others. This comes
denounced the idea of salvation is clear, therefore, without disregarding the numerous injuries that affect their daily life, the suffering hidden beneath the glossy surface of a society constantly intent on creating an image of shimmering illusions. That's why the history of salvation to be linked with the salvation of stories already here and now you can experience the art of daily living such as salvation, a salvation so personal, but also in solidarity with others and with the cosmos. This is what he testified to the existence earthly Jesus, his path to search for the meaning of life, freedom from death.
Christian faith, therefore, think that salvation is by God, that man is saved from himself, that this salvation was fulfilled in Jesus Christ, the only savior of the world, to whom compete l ' Final Act of the story, "Judgement" which will show how salvation was offered to all and by all feasible, but also reveal who will participate, according to choices made during his life choices based on love, which lead the way of life, or choices against love, which lead to the path of death and nothingness. Unfortunately this preaching in the Church today on the eschatological opinion is deficient and thus risk not only to forget the horizon of history and the ultimate realities, but also of losing the understanding of the true and final salvation. An atheist philosopher Adorno as he dared to think of liberation for all, and not by chance that it could be concluded if there was a final, that would introduce a resurrection of the dead victims of history in a state of salvation and return to integrity . This is for Christians a belief essential of faith: if Christ is not risen, if there is no final decision, vain is our faith and we Christians are to be pitied as the poorest (see First Corinthians 15: 17-19).
Christian opposed to this idea soon other readings of salvation or other salvation, as declared by the "gnosis," where salvation lies in a realization by man of himself and of his divine identity with the original in itself, without God, a capacity for redemption. Today, in the wake of diagnosis, through our culture, many conceptions of salvation which deny or diminish the action of the living God in salvation history: the unwary "story of Jesus of Nazareth ', are brought to relegate the event of the cross and resurrection of Jesus in simple eloquence of love. If the story of revelation of God from Abraham to Moses to Jesus is reduced to a particular story, which covers a time and a particular people, can be felt as a matter incapable of universal significance, as it has always viewed the Christian tradition.
is why, without wishing to judge heretic Vito Mancuso nor want to order, I read his last two books as belonging to a galaxy gnosis resurrected today. The Christian faith, and not only Catholic, but is convinced that Jesus of Nazareth was and is "the image of the invisible God," the exegesis of the Father, the Son of God made man, the right condemned and crucified because in a mondo ingiusto questa è la fine che spetta al giusto.
This view of salvation history is not fed to "miserable artifices, nor logical leaps sensational," but stems from the vision passed down from the Old and New Testament in which a marginal people, Israel, a marginal jew, Jesus, a marginal community how the Church is not one of the possible stories, but the story chosen by God to make a covenant with all humanity, because his name may reign as the hope of salvation for all who love freedom and to adhere to good news or to 'God's image forever imprinted in every man by God himself since creation.
